Did Obama miscalculate on climate?

Ted Nordhaus and Michael Shellenberger of the Breakthrough Institute, two environmental thinkers who infuriate many left-leaning greens, have written a provocative piece in Foreign Policy declaring Obama's climate strategy a failure.
While some of the story simply repackages the same arguments these two have made in the past--that placing a price on carbon isn't what matters, it's launching a massive energy R&D drive--it does have an interesting analysis of how the House climate bill treats the coal industry with kid gloves.
