Voinovich seeks to preempt state, EPA on climate

Sen. George Voinovich (R-Ohio), a key player in the climate debate, has drafted language that would block both the states and the Environmental Protection Agency from regulating greenhouse gases as part of a climate bill.

"Because climate change is a global issue, I believe that addressing climate change effectively must be done through a single, national program that replaces the existing, conflicting patchwork of rules, regulations, and lawsuits," Voinovich said. "To get my support on any climate change legislation, it must include a comprehensive preemption provision that goes well beyond language included in previous climate bills."

Senators John Kerry (D-Mass.), Lindsey O. Graham (R-S.C.), and Joseph I. Lieberman (I-Conn.) have been working furiously to win over Voinovich's vote for their compromise climate proposal, which they plan to unveil Monday. Voinovich said he's shown the proposal to not only the three senators, but also the U.S. Climate Action Partnership and business groups.

"The feedback I received was broad agreement that the only workable solution to climate change should occur at the federal level, considering we are not dealing with pollution that has localized effects," Voinovich said. "When it comes to climate change, letting 'a thousand flowers bloom' will frustrate our ability to address this problem in a manner that protects jobs, consumers, small businesses and the environment."

But the move will be sure to infuriate many environmentalists as well as state officials, who have warned against such a move.

Before one can agree that any program is necessary, one must assume that restriction of carbon dioxide emissions is necessary. I prefer to wait until scientific evidence indicates that carbon dioxide emissions are harmful. I am unwilling to sacrifice my standard of living because someone assumes that it is necessary.

The extant situation is that only computer models allege that carbon dioxide harms anything. Projections made by computer models are not scientific evidence.
