Georges C. Benjamin, MD, has been the executive director of the American Public Health Association since 2002. Prior to that, he served as an emergency room doctor and the secretary of the Maryland Department of Health and Mental Hygiene.

Providing More Affordable Pharmaceuticals?

This offer is further evidence that the major business stakeholders are approaching health reform differently this time around. They are offering ideas on changing the system and providing solutions to pay for comprehensive reform. However, the devil is in the details. Deciding whether or not this is a good deal depends on what is in the legislation that codifies this into law and whether we could get significantly better cost savings through other mechanisms. The question is, does this benefit individuals with excessively high drug costs or does it simply capture the existing savings that would have occurred anyway? Nevertheless, I am hopeful that this is another step in identifying savings that, coupled with the President's proposed savings and the 1.5 percent savings agreement from the other stakeholder groups, speaks well for the prospects of health reform this summer.
