Reform Medicare first

A Medicare buy-in at premiums that cover cost may be the same thing as a separate public option; low administrative cost and the potential for huge waste and fraud. The trade off for inadequate administrative oversight is overuse or inappropriate use of services. Medicare and Medicaid must be reformed....the underpayment of clinicians and the overpayment for services not needed has bloated cost without assuring the right care at the right time for the right purpose. Use some funds to reform Medicare in the next two years and then make it the public option -- at full cost -- for those ages 55 to 65 in 2012.
