I suggest General Dave Petraeus as worthy of being named "Best Leader" of 2008. He articulated a clear vision of a desired future to a variety of audiences, built a team, inspired subordinates and colleagues, implemented a coherent plan, and produced notable results that could lead to a better future for the Middle East.
