Ethical practice to refuse medical care?

A doctor in Florida put a sign up in front of his office telling supporters of Obama's health-care overhaul to "seek urologic care elsewhere." The Republican urologist said he wouldn't turn anyone away, "but if they read the sign and turn the other way, so be it." Is that ethical?

Would that be like hanging a sign out saying..I am a republican and will not treat anyone but republicans?
I do not think we are any longer a free country to choose to entertain such idiocy.
