Who should pay for the Thomas Jefferson Rotunda?

The Thomas Jefferson's Rotunda, the historic heart of the University of Virginia, is crumbling. And fixing a such a large and ornate building is not a simple affair. While University leaders are prepared to raise funds but only if Virginia lawmakers also commit to the project.
