It is very simple. Congress should pass a law saying that in any organization primarily of tertiary educational institutions (universities) where a team of a member school has a chance of not qualifying for a championship if if wins all its games, that moneys paid for participating in the championship, to the winner and other participants, will be taxable income at trust rates, which are considerably higher than ordinary rates. You'd get a playoff in a BIG hurry.
